TOKYO (Reuters) ? Japan's energy minister admitted on Tuesday that no records were kept of top level discussions in the critical early days on how to respond to the world's worst nuclear disaster in 25 years.
The admission, and apology, by Trade Minister Yukio Edano comes in the face of widespread debate over the government's response to the Fukushima nuclear crisis triggered by a massive earthquake and tsunami last March.
"It is inconceivable that there were no records kept. It may have been difficult to keep official logs during the extreme confusion after the crisis, but they could have taken simple memos," said Kenji Sumita, an emeritus professor at Osaka University who specializes in nuclear engineering.
"Perhaps there were some goings on that the participants did not feel comfortable being made public," he said.
A government task force was set up by then-Prime Minister Naoto Kan to deal with the nuclear disaster. Its failure to keep records emerged after public broadcaster NHK sought details of its discussions.
NHK said it found only one-page logs that listed the agenda items discussed at each meeting.
Several panels are investigating how the government handled the crisis.
Trade Minister Edano, who was the top government spokesman when the Fukushima disaster struck and now holds the energy portfolio, apologized for the lapse and said officials would try to cobble together a record of the meetings.
"It is truly regrettable that records of the task force's meetings were not consistently kept," he told reporters.
"Given the social impact of the disaster and public interest towards it, the records should have been compiled promptly."
More than 80,000 people have been evacuated since the Fukushima plant was struck and there are still concerns about leaking radiation.
A lack of preparation and poor communication at top levels after the disaster struck were among the failures that turned the Fukushima accident into the worst atomic crisis in 25 years, one investigation panel formed by government said in an interim report last month.
Japan, in middle of its largest reconstruction effort since the end of World War Two, has said that the catastrophe at Fukushima's Daiichi plant could take four decades to clean up.

Katy Perry is cutting ties with Russell Brand in EVERY WAY.
The 27-year-old pop singer has unfollowed her soon-to-be ex-husband on Twitter. As of Friday afternoon (a slow news Friday afternoon) Perry no longer follows Brad.
She is still one of the 78 people Brand subscribes to however.
It's not surprising, given that Perry is only communicating with Brand, 36, via phone or email. "She's limiting those interactions," a source says of the couple.
"He's being so atrocious, she feels like she never really knew him."
Perry has been keeping Brand off her mind by focusing on her career: she performed in Jakarta, Indonesia, on Thursday, and she recently shot an Adidas ad.
"She doesn't want to look battered and have people for sorry for her," a source says. "She's very strong and confident and looking forward to the next chapter."
She's the most cheat-worthy star on the planet according to married guys, if she ever needs a little confidence boost. Or some amoral companionship.

We?ve got a couple updates on the latest projects from Oscar-winning screenwriting duo Ben Affleck and Matt Damon (yes, they act too). A few months ago Affleck was chosen by Warner Bros. to direct their big-budget adaptation of the Stephen King novel The Stand. While it?s been a while since we?ve heard any movement on the project, it now appears that Affleck has now set a screenwriter on the pic. After apparently wowing the studio with an adaptation of King?s It, David Kajganich (The Invasion) has been tapped to handle scripting duties. Hit the jump for much more, including news concerning the untitled drama that Damon was previously set to direct.
When we first reported on Affleck?s involvement with the project, we had no official confirmation that he was attached. With this news, courtesy of Vulture, it seems like he?s 100% onboard for the pic. A multi-film adaptation was being eyed when David Yates was flirting with the project, but here?s no word on whether or not that?s still the plan. It may be a while before Affleck moves onto The Stand full time, as he?s currently in post-production on his most recent directorial effort, Argo. In addition to directing, Affleck stars in the period/political drama alongside Bryan Cranston, John Goodman, and Michael Parks.
Additionally, Vulture?s report on Affleck includes an update on the untitled drama that was to serve as Matt Damon?s directorial debut. John Krasinski and Dave Eggers originated the story idea for the untitled drama, and Krasinski co-wrote the script with Damon. A few weeks ago Damon dropped out of the director?s chair, saying his packed schedule would prevent him from devoting the necessary time to direct the pic. He still plans to star, and they?ve attached Damon?s Good Will Hunting director Gus Van Sant to helm.
Though they?ve found their director, Warner Bros. has decided to drop the project. Vulture reports that Universal is now in negotiations with Damon to produce and distribute the flick, with Van Sant still onboard and plans to begin production on the $15 million drama by late April or early May. All seems to be well on the Damon and Affleck fronts, but I?m still itching to see the duo reunite on a project together. Plans are in motion for the two to work on a Whitey Bulger biopic, but it appears they?re going to be quite busy for the foreseeable future so I?m not sure when they?ll get to it.

SAN FRANCISCO (Reuters) ? Digital storage services like Megaupload, which was accused of criminal copyright violations on Thursday, play a small but growing role in a broader piracy problem that continues to evolve and dog the entertainment industry.
Some 3 million Americans every month used Megaupload, which is among the largest digital lockers, the Recording Industry Association of America (RIAA) said. Other entertainment executives said that number surged when other sites popular with digital pirates, such as LimeWire, were taken down.
"When we look at piracy behavior and uncompensated theft of music, a significant portion of consumer behavior migrates toward these locker sites" after shutdowns, said Victoria Bassetti, a music industry consultant and former anti-piracy chief at record label EMI.
"Anecdotally, when we have pre-release leaks, the first week there is a massive amount of consumer trade that goes directly to Megaupload's door."
Peer-to-peer systems like BitTorrent, which have little central coordination and are harder to stop, still have about three times as much usage among consumers as digital lockers, said NPD market researcher Russ Crupnick.
Only about 3 percent of the U.S. Internet audience relied on digital storage for legitimate purposes or piracy in the third quarter, he said.
Megaupload and its ilk may be a bigger factor in video piracy because movies take much longer to download via peer-to-peer networks, Crupnick said. Digital lockers allow anyone to upload, store and distribute links to most forms of electronic content.
The U.S. Justice Department released an indictment Thursday accusing Megaupload's founders and other officers of criminal conspiracy, arguing that they encouraged copyright violations and in some cases copied protected content themselves. Four people involved with the site were arrested in New Zealand.
The indictment cited internal emails referring to piracy and Megaupload's policy of rewarding users whose content was downloaded most often, which prosecutors said encouraged the distribution of prime Hollywood fare.
An attorney for the company said Friday that the site merely allowed users to upload material and that it would fight the charges.
RIAA spokesman Jonathan Lamy said that lockers were "generally the fastest growing form of Internet piracy."
Like other shutdowns, the interruption of Megaupload will send some pirates to rivals but should encourage others to buy or rent content legally, Lamy said.
"The realistic objective is not to eliminate piracy but to make it as inconvenient as possible," he said. "Some of the users you peel off."
The takedown enraged some Internet activists, who launched denial-of-service attacks that temporarily rendered websites of the Justice Department, FBI and big entertainment companies unreachable.
Some of them argued that the arrests showed that there was no need for laws like those that were withdrawn from consideration in Congress this week that would have made it much easier to block access to sites accused of fostering piracy.
But entertainment executives said that they would try again to pass such bills because they are aimed more at attacking demand rather than supply. In addition, many file-sharing sites do not have Megaupload's ties to the United States or allied countries.
"It is not hard necessarily to do something in New Zealand, but it is hard to get people in Russia and China," Bassetti said.

Their screech is one of nature's eeriest sounds, but barn owls hunt in almost total silence.
Now researchers in Germany have revealed how the predators' wings are specially adapted to allow noiseless flight.
Their supreme stealth is thanks, largely, to their ability to fly so slowly - with relatively little beating of their wings.
And the shape and size of the owls' wings enables this very slow flight.
Dr Thomas Bachmann from the Technical University Darmstadt in Germany recently presented his study of barn owl wings at the Society for Integrative and Comparitive Biology's annual meeting in Charleston, South Carolina.

"They hunt mainly in the dark, so visual information is very limited.
"They use acoustic information to locate their prey."
Their silent flight helps them listen for the scurrying of the voles they hunt for, and also reduces their chances of being heard by the prey as they approach.
To find out how they managed to fly so slowly and quietly, Dr Bachmann examined the birds' wings in minute detail.
He examined the plumage and took 3-D medical scans of their skeletal structure.
The wings' most important features, he explained, were the high curvature or "camber" of the wings. This curvature means that each wing beat produces more lift.
This is because, Dr Bachmann explained, the air flow is accelerated over the upper surface the curved wing. "So the pressure drops," he said. "[And] the wing is sucked upwards into the lower pressure on the upper wing surface."
The feathery edges of each wing are also extremely fine - reducing any loud turbulence during flight, explained Dr Bachmann.
"Friction noise between single feathers is also reduced [by] their velvety surface," he told BBC Nature.
In fact, Dr Bachmann explained, "all the body parts of the owl are covered by very dense plumage - owls have more feathers than other similarly sized birds".
This soft, dense plumage absorbs other sounds the birds make as they fly.
Dr Bachmann and his team say their eventual aim is to use the structure of barn owl wings to inform the design of new, much quieter airfoils for the aviation industry.
"We're trying to understand the basic principles... that influence the airflow over aircraft and thus reduce noise," he explained.
"[But] we are far away from that point. Maybe in 20 years we can present such a wing.
"Until then, we will conduct many more experiments on owl wings."

More than a decade after the state was brought to court for mistreating prisoners, California has exited from federal control over its prison system.
The odyssey has been both costly and politically embarrassing, but most of all it shows the extent to which the federal government can impact the destiny of the states.
At one time, three separate federal judges were overseeing administration of the state prison system for over-crowding, poor medical facilities and treatment, and an outdated process for carrying out capital punishment.
Most of the arguments were based on the 8th Amendment's prohibition against "cruel and unusual punishment," a concept that applies even to those who are incarcerated and about to be put to death.
Now these issues have been put to rest, or are?close enough that the last federal judge, Thelton Henderson, has released California from the federal government's grasp.
Political conservatives may wince at the thought of federal control, but in fact during the long prison
oversight period, the conservative U.S. Supreme Court upheld the actions of the lower federal courts.
Lest one trivialize the value of the 8th Amendment or any other portion of the U.S. Constitution, we must remember that this document is the supreme law of the land.
That's why the federal courts became involved in the prison issue to begin with.
Beyond the prison problems, the fight between the state and federal government underscores the preeminence of the U.S. Constitution and its guarantees over the wishes of the state.
That kind of reasoning applies to a variety of issues ranging from the state's desire to reduce spending on federally-funded welfare programs to its permissive attitude on medical marijuana to facilities for the disabled.
On these and countless other matters the federal government often has the final say.
The binding relationship between the federal government and the states also helps to explain why crafting the California state budget is not simply a matter of state leaders deciding what or what not to do.
Between the laws passed by Congress and the myriad federal programs with precise rules for implementation, the federal government is a player in the state budget process.
In 2008, for example, California received $78 billion from the feds through 43 different programs--most of which contained strict requirements for administration.
"States rights" proponents have a point when they say that federal regulations often prevent California from charting its own course.
Yet, as long as our constitutional arrangement remains in place, squabbles between the states and federal government will persist. More times than not, the disagreement will end with California crying "Uncle," as in Sam.
